随着我国教育领域供给侧改革的深入推进,鼓励和培育社会力量参与和监督职业教育治理成为深入推进职业教育契约化治理的关键所在,但传统观念形成的文化阻滞、参与空间不足以及缺乏有效的制度供给使社会力量参与和监督职业教育治理陷入困境,影响了职业教育治理水平的提升,而基于新公共服务理论,以构建“政府-职业院校-社会力量”契约型关系为突破口,通过推进职业教育治理文化的转型、打造服务职业教育治理的新型职业教育智库、提供制度供给,将有效提升职业教育的治理水平,契合公众对职业教育的新期待。
