一 淄博是山东乃至全国的一个老重化工业基地,92％的财政收入来自工业。工业企业能不能搞好,是影响全市经济能否持续快速健康发展的关键。作为一个老工业基地,淄博的工业虽然总体规模不小,存量资产多,但科技含量低,外向度低,结构不合理,经济效益差,问题相互关联,错综复杂。为尽快搞清淄博工业存在的根本问题,对症下药,市委市政府专门组织了一次“千人百厂”大调查,使结构性障碍这一束缚
One Zibo is an old and heavy chemical industrial base in Shandong and even the whole country. 92% of fiscal revenue comes from industry. Whether industrial enterprises can do well is the key to the sustainable and rapid development of the city’s economy. As an old industrial base, although the overall scale of Zibo’s industry is not small and there are many stock assets, it has low technology content, low extroversion, unreasonable structure, poor economic returns, and problems that are interconnected and complicated. In order to find out as quickly as possible the fundamental problems existing in the Zibo Industry, the Municipal Party Committee and the municipal government specially organized a “hundreds of people and a hundred factories” survey to make the structural barrier an obstacle.
