1989年,青岛开发区开始建设第一批商业化住宅小区,由于当时国家对国有土地使用权最高年限没有明确的法律规定,当地便在土地使用权出让上大胆尝试,设定了20年的使用期限。
In 1989, Qingdao Development Zone started construction of the first commercial residential quarters.
