腐败就是公权力的运用违背了其公共性质,而用于谋求个人或小集团的私利,廉政建设就是与腐败行为进行斗争,而廉政建设是一个制约和监督公权力的长期过程,只有了解我国廉政建设存在的问题,才能保障廉政建设有的放矢。笔者从制度约束、公民参与度、民主文化、监督体系及廉政教育等方面分析了我国在廉政建设中存在的问题,希望对加强廉政建设有所裨益。
Corruption means that the use of public power violates its public nature and is used to seek the personal interests of individuals or small groups. The construction of a clean and honest government is a fight against corrupt practices. The construction of a clean and honest government is a long-term process of restricting and supervising public power. Only by building the existing problems can we guarantee the construction of an honest and clean government. The author analyzes the problems existing in the construction of an honest and clean government in our country from the aspects of institutional restraint, citizen participation, democratic culture, supervision system and education of honest government. It is hoped that it will be helpful to strengthen the building of an honest and clean government.
