引言随着我国民用航空事业的迅猛发展,对地面通信导航设施要求也越来越高,为此,我国民航利用日本政府第三次对华贷款重点进行了航路改造,现已经进入收尾阶段。在民航总局和西南局日贷办的领导和部署下,民航成都通信导航总站日贷工程建设取得成效,已经完成通信七项、导航二项新设备、新技术应用,大大提高了民航成都地区航路保障能力,为飞行安全、航班正常打下了较为坚实的基础。在日贷工程组织实施的实践中,也锻炼了通信导航队伍,使我们对于工程管理从知之不多到逐渐熟悉,同时也有了一些体会。本文就工程管理体制、工程建设外部环境和工程内部管理等问题作一些初步的探讨,热诚希望得到专家、同行的斧正。
INTRODUCTION With the rapid development of civil aviation in our country, the demand for ground communication and navigation facilities is also getting higher and higher. Therefore, China Civil Aviation has made use of the third round of reconstruction of the routes by the Japanese government in its loans to China and has now entered the final stage. Under the leadership and deployment of the Civil Aviation Administration and the Southwest Bureau's Japan Credit Office, the construction of the daily loan project of Chengdu Civil Aviation Navigation and Terminus has achieved remarkable results. Seven communications and two new navigation and navigation applications have been completed, greatly enhancing the route of civil aviation in Chengdu Safeguarding ability has laid a solid foundation for flight safety and normal flight. In the practice of Japan loan engineering organizations practice, but also exercise communication and navigational team, so that we have less and less familiar with the project management to familiar with, but also have some experience. This article makes some preliminary discussions on the project management system, the external environment of project construction and the internal management of the project, and sincerely hopes to get the correct answers from experts and colleagues.
