内蒙古西部拥有四大沙漠,沙产业发展渐成体系,并形成一些沙产业高新区,高新区目前存在产学研合作机制不完善、公共技术服务能力不足、产业集群机制有待提高等诸多问题。本文在分析内蒙古西部沙产业集群基础上提出构建内蒙古西部沙产业高新区的思路、规划和采取的保障措施。有利于高新区为沙产业集群的发展积累条件和创造优势,同时通过知识密集型的沙产业集群的发展提高高新区的影响力与竞争力,促进高新区的发展。
There are four deserts in the west of Inner Mongolia. The development of sand industry is gradually becoming a system and some high-tech industries of sand industry are formed. There are many problems in the high-tech zone such as the imperfect mechanism of cooperation in production, study and research, the insufficient capacity of public technical services and the mechanism of industrial cluster to be improved. Based on the analysis of sand industrial cluster in western Inner Mongolia, this paper puts forward the idea, plan and safeguard measures to construct the high-tech sand industry in western Inner Mongolia. It will help high-tech zones to accumulate conditions and create advantages for the development of sand industrial clusters. At the same time, it will enhance the influence and competitiveness of high-tech zones through the development of knowledge intensive sand industrial clusters and promote the development of high-tech zones.
