重特大突发公共事件发生后,如何快速进行应急物资配送是应急管理部门关注的焦点.针对两级应急物流系统中的中转设施选址和上下级联运调度的集成优化问题,以应急物资送达时间最短为上层目标,以物资分配公平性最大为下层目标建立双层规划模型,并根据该模型的特点设计了一种结合启发式规则和采用两阶段解码的混合遗传算法.最后,以汶川大地震应急物资保障相关数据构造算例,对该模型和算法进行了实例验证,结果表明该算法具有较好的性能,可以有效解决应急物资配送中的选址一联运问题.
After the occurrence of a major public emergency, how to quickly deliver emergency materials is the focus of emergency management.Aiming at the problem of integrated optimization of the location of transit facilities and the dispatching between upper and lower levels in two-level emergency logistics system, The shortest time is the upper goal, the highest level of material distribution fairness is established for the lower level goal, a bilevel programming model is established, and a hybrid genetic algorithm combining the heuristic rule and the two-stage decoding is designed according to the characteristics of the model.Finally, An example of data construction for earthquake emergency material support is given. The model and algorithm are validated by examples. The results show that this algorithm has good performance and can effectively solve the problem of site selection and transportation in emergency materials distribution.
