1983年《植物检疫条例》实施细则(农业部分)颁发后,全国统一植物检疫证书已经8年了。1985年全国植物保护总站根据签发植物检疫证书出现的问题,又发出了《关于加强对植物检疫证书的管理,严格签证手续的通知》。但至今签发植物检疫证书仍然相当混乱,1990年我站收到省内外的植物检疫证书49份,签发不符合要求的有23份,占46.94%。归纳起来有如下几种:
After the promulgation of the Detailed Rules for the Implementation of the “Plant Quarantine Regulations” (Agriculture Section) in 1983, it has been eight years since the national phytosanitary certificate was unified. In 1985, the National Plant Protection Station issued a Notice on Strengthening Management and Strict Visa Procedures for Phytosanitary Certificates in accordance with the problems that occurred when issuing phytosanitary certificates. However, the phytosanitary certificates issued so far are still quite chaotic.
