本文认为西方主流经济学的局限性是,没有提出经济稳定增长的政策理论。相反非主流学派的经济政策学以及相关学者思想,则形成了稳定增长政策理论体系。内容包括政策目标矛盾的协调、政策工具边界条件约束、政策主体协调等三大政策要素原理,以及由周期均衡财政政策、适度弹性货币政策、产业结构政策和轻度弹性汇率政策等特定政策构成的经济政策体系,这是确保我国经济长期稳定快速增长、防止经济大起大落的政策理论依据。
This paper argues that the limitation of western mainstream economics is that it did not come up with a policy theory of stable economic growth. On the contrary, non-mainstream school of economic policy and related scholars thought, formed a theoretical system of stable growth policy. It includes the coordination of policy objectives, the binding of policy tools and the coordination of policy bodies, the three major policy elements and the specific policy of cyclical balanced fiscal policy, moderately flexible monetary policy, industrial structure policy and mild flexible exchange rate policy Economic policy system, which is to ensure that our economy stable long-term rapid economic growth, to prevent the economic ups and downs of the policy theoretical basis.
