江泽民同志在党的十五大报告中,明确提出要依法治国,建设社会主义法治国家。依法治国是党领导人民治理国家的基本方略。实行依法治省是贯彻依法治国方略的重要环节。几年来,在省委的领导下,我省坚定不移地在全省推进依法治省工作,有力地促进和保障了全省改革开放和现代化建设的顺利进行。从这些年来的实践看,凡是人民群众主体作用发挥得好的地方,依法治省的形势就好,反之,依法治省的工作就难以落实,甚至流于形式,收不到应有效果。要进一步推进依法治省工作,使依法治省的各项工作在基层得到落实,就必须充分发挥人民群众在依法治省中的主体作用。谁是依法治省的主体,这不是一般的思想认识问题,而是一个重要的理论问题,是一个指导思想的问题,这个问题搞明确了,依法治省的指导思想就端正了。

Governing the Country by Law is the Basic Strategy for the Party to Lead the People in Governing the Country. To carry out the principle of administering the province according to law is an important part of carrying out the strategy of governing the country according to law. In the past few years, under the leadership of the provincial party committee, our province unswervingly promoted the work of governing the province according to law in our province, effectively promoting and guaranteeing the smooth progress of the province’s reform and opening up as well as its modernization drive. Judging from these practices over the years, where the people’s main body functions well, the situation of governing the province according to law is not so good. On the contrary, the work of governing the province according to law can hardly be implemented, and even forms can not be achieved. If we want to further push forward the work of governing the province according to law so that the various tasks of governing the province according to law are implemented at the grassroots level, we must give full play to the main role of the people in governing the province according to law. Who is the main body of the province according to law? This is not a general problem of ideological understanding. It is an important theoretical issue and a question of guiding ideology. This issue is clear and the guiding principle of governing the province according to law is rectified.
