邓小平反腐倡廉思想的形成和发展经历了三个显著的历史发展阶段:从延安整风运动到党的八大召开是邓小平反腐倡廉思想的形成阶段;从党的八大召开后到80年代初,是邓小平反腐倡廉思想的雏形阶段;从改革开放初期到1992年南巡讲话,是邓小平反腐倡廉思想进一步发展到完善阶段.邓小平反腐倡廉思想的主要内容有以下三个方面:完整、系统而又全面地剖析了社会主义条件下腐败现象产生的根源;精辟而又深刻地阐述了反腐倡廉工作的必要性和重要性;创造性地提出了“一手抓经济建设,一手抓惩治腐败”的“两手抓”的反腐倡廉的战略方针.邓小平反腐倡廉思想具有三个鲜明的特点:战略性、法制性、实效性.
