言论自由是宪法赋予公民的一项权利,网络言论自由是言论自由在新时代下的新兴形式。网络言论自由具有不同于其他言论自由的特点,同时有其自身的价值。秩序作为权利行使的保障,与网络言论自由存在着一定冲突。文章认为,网络言论自由仍应受到秩序的约束,只有这样才能创造良好的社会环境,更有利于言论自由权利真正得以实现。
Freedom of speech is one of the rights granted to citizens by the Constitution. Freedom of speech on the Internet is an emerging form of freedom of speech in the new era. Free speech in the internet has characteristics different from those of other freedom of speech and has its own value at the same time. As a guarantee of the exercise of rights, order conflicts with the freedom of speech on the Internet. The article holds that internet freedom of speech should still be bound by the order. Only in this way can we create a good social environment and be more conducive to the realization of the right of freedom of speech.
