突发性群体事件围观者参与现象,是我国社会转型时期人民内部矛盾的新变化。从适度冲突的积极意义层面而言,围观者参与突发性群体事件在一定层面上缓解了社会转型时期的结构性张力,但是必须要看到的是,围观参与突发性群体事件,破坏了主流价值观的引导和规范力,降低了群众对党执政价值的认同度。从道德危机生成的角度反思围观者参与突发性群体事件,为民谋利不强和多元价值乱象是引发围观者参与的执政伦理因素。破解围观者参与突发性群体事件的现实困境,必须切实强化基层政府为民谋利的宗旨意识,积极培育和践行社会主义核心价值观,从而消除围观者参与突发性群体事件的伦理焦虑,为全面建成小康社会提供稳定有效的社会局面。
The phenomenon of onlookers’ participation in sudden group events is a new change in the contradictions among the people during the period of social transformation in our country. From a positive sense of moderation, onlookers ’participation in sudden group events relieves the structural tension during the social transition to a certain extent. However, it must be noticed that onlookers’ participation in sudden group incidents broke The guidance and regulatory power of the mainstream values have reduced the masses’ recognition of the ruling party’s value. In order to solve the realistic dilemma of onlookers participating in unexpected mass incidents, we must conscientiously strengthen the awareness of the basic government for the benefit of the people and actively nurture and practice the core values of socialism so as to eliminate the ethical anxiety of onlookers participating in sudden mass incidents. It will provide a stable and effective social situation for building an overall well-to-do society.
