中国共产党的十八届四中全会要求我国在社会主义法治事业建设上要完善法律草案的表决程序,做到科学立法,实现民主立法。民族问题的立法是关系到我国民族团结,繁荣发展,国家稳定与社会和谐的重要因素。在涉及对民族问题立法时,引入少数民族人大代表的加权表决机制,不仅促进我国在民族问题立法上的科学性,同时也能完善和发展我国人大的表决机制,更能充分的发挥我国社会主义民主政治的优越性。
The Fourth Plenary Session of the 18th Central Committee of the Communist Party of China requires that our country should improve the voting process of the draft law on the construction of the socialist cause of law and accomplish scientific legislation and democratic legislation. Legislation on ethnic issues is an important factor that relates to the unity of our nation, prosperity and development, national stability and social harmony. When it comes to legislation on ethnic issues, the introduction of a weighted voting mechanism for minority NPC deputies not only promotes our country’s scientificity in legislation on ethnic issues, but also improves and develops the voting mechanism of our NPC and gives full play to our socialism The superiority of democratic politics.
