对于监督不管是主动还是被动,只要善待之,善用之,则监督与善治必会实现良性互动。前不久的一天,有两条“感谢监督”的新闻不约而同。在上海参加的一个研讨会上,卫生部部长陈竺感谢媒体曝光“问题胶囊”。针对审计署发布15家央企2010年度财务收支等审计结果公告,国资委致谢审计署监督央企,并诚恳地欢迎社会各界一如既往地建言监督。感谢监督反映的是对待监督的态度。这需要治理者的胸襟,若缺乏胸怀气度,是不会从心里感谢监督的。在公共治理身处日益开放的社会环境、面临日益广泛的公民参与的情势下,对待监督仅靠治理者的胸襟是不够的,更需要一种治理思维的转变。
