军队后勤保障社会化就是要发挥市场经济优势。借助社会力量,建立效益型、多元化、开放武的后勤保障体制。这是军队后勤建设适应“两场”的必然要求,是做到“保障有力”的必然要求,是质量建军的必然要求,是稳定部队的必然要求。国家经济的发展,综合国力的不断增强以及社会保障的物质基础和发展趋势,是后勤保障社会化的客观基础和外部压力,而当前后勤工作面临的经费紧张和保障需求的根本矛盾,则是其主观要求和内在动力。文章提出了实现后勤保障社会化的四个基本前提和基本保证,阐述了生活保障、物资保障、医疗保障和维修保障等社会化保障的基本内容和基本模式。
The socialization of logistical support for the armed forces is to give play to the advantages of the market economy. With the help of social forces, a system of logistic support for efficiency, diversification and openness should be established. This is an inevitable requirement of the PLA’s logistics construction to adapt to the “two fields” and an inevitable requirement of “enabling security to ensure”. It is an inevitable requirement of establishing the army by quality and an inevitable requirement of the stabilization of the army. The development of the national economy, the continuous improvement of overall national strength and the material basis and development trend of social security are the objective basis and external pressure for the socialization of logistical support. However, the fundamental contradiction between the current funding of logistics and the demand for protection is its Subjective requirements and internal motivation. The article puts forward four basic prerequisites and basic guarantee for realizing the socialization of logistical support, and expounds the basic content and basic pattern of social security such as living guarantee, material support, medical insurance and maintenance support.
