致电离辐射在医学和工业中使用的百年历史 ,从一开始就有了需要保护人类使之防御与照射有关的危害的忠告。在这整个时期 ,防护标准发生的演变 ,既反映了对照射的生物效应的科学认识 ,也反映了适用的社会标准与伦理标准。目前 ,ICRP主委员会正在考虑一个经过修改的简单方法 ,该方法基于一种面向个人的哲理 ,意味着委员会可能从过去强调的面向社会准则上做出转变。最初的建议通过 IRPA散发 ,并公开发表在 1999年 6月的《放射防护杂志 (Journal of RadiologicalProtection)上。委员会在收到意见和 IRPA 10大会评论的基础上 ,开始拟定下一建议书。本文阐述了在准备下一建议书时所涉及的问题 ,指出了委员会拟遵循的过程。委员会希望在未来的几年内将会有持续不断的争论 ,而伴随这种争论的将是观念的不断演进
The centuries-old history of ionizing radiation for use in medicine and industry has from the very beginning been in need of advice to protect humanity against radiation-related hazards. Throughout this period, the evolution of the standards of protection reflected both the scientific understanding of the biological effects of radiation and the applicable social and ethical standards. Currently, the ICRP Main Committee is considering a simple, modified approach that is based on a personal-oriented philosophy, meaning that the committee may shift from the socially oriented guidelines that were emphasized in the past. The initial recommendations were distributed through the IRPA and published in the June 1999 issue of the Journal of Radiological Protection. Upon receipt of comments and IRPA 10 General Assembly commentary, the Commission started to prepare the next proposal. This article describes the issues involved in preparing the next proposal and points out the process that the committee intends to follow. The Commission hopes there will be ongoing debate over the next few years, and the concomitant debate will be the evolution of ideas
