财政部部长项怀诚日前表示,中央决定“十五”前期继续实施积极的财政政策,不仅是必要的,而且是非常正确的选择。在谈到财政政策取向时,项怀诚指出,2000年我国经济虽然已出现重要转机,但经济回升的基础并不稳固。当前世界经济增速下滑,不确定因素增加,对我国出口影响会进一步显现出来;通货紧缩的趋势没有得到有效抑制,供过于求的总体格局没有改变,物价水平仍然偏低;经济自主增长的内在机制尚未建立。积极的财政政策如果过早“撤火”,可能会前功尽弃。
Minister of Finance Xiang Huai-cheng said recently that it is not only necessary but also a very correct choice for the Central Government to decide to continue implementing the proactive fiscal policy in the pre-10th Tenth Five-Year Plan period. Speaking on the orientation of fiscal policy, Xiang Huaicheng pointed out: Although there has been a major turning point in our economy in 2000, the foundation for an economic recovery is not stable. The current world economic growth declines and uncertainties increase, and the impact on China’s exports will be further revealed. The trend of deflation has not been effectively suppressed. The overall pattern of oversupply has not changed and the price level remains low. The inherent mechanism of economic growth has not yet been achieved set up. If the proactive fiscal policy is “withdrawing the fire,” it may be abandoned.
