伴随着司法机关“三长交流”的实行,领导干部易地任职已经全面展开。那么,在我国社会主义市场经济的新形势下,如何使这一做法形成制度并真正行之有效,是一个需要在理论和实践两个方面都认真思考的问题。最近一个时期干部交流的实践,一方面证明这一做法的及时性和可行性,另一方面也存在着不足之处。本文试就这一问题进行粗浅探讨。
With the implementation of the “three long exchanges” by the judiciary, the appointment of leading cadres has been conducted in full swing. Then, under the new situation of the socialist market economy in our country, how to make this practice a truly effective system is a question that needs to be seriously considered both in theory and in practice. The practice of the exchange of cadres in the recent period has on the one hand proved the timeliness and feasibility of this approach and on the other hand has its own shortcomings. This paper tries to discuss this issue in a nutshell.
