近年来,随着部队编制体制调整改革、新装备列装对各类技术人才的需求和士官数量增多,外出学习、培训、集训和探亲休假等人员增多。这些人员在外时间长,单独活动机会多,远离组织,不便管理,往往导致社会影响难控,危害后果严重,甚至会引发军地军民纠纷和涉军群体性事件,需要引起高度重视,认真加以研究解决。
