In 2014, APEC returned to China after 2013, and this year marks the 25th anniversary of APEC. Although APEC is not yet a formal international organization, APEC has essentially become one of the systemically important mechanisms in the global system of economic governance. Its unique principle of openness, diversity, consensus and voluntariness is even considered to be typical of the development of open regionalism. Looking back on the past 25 years ago, the trend of regionalism came one after another. Liberalization of trade and investment is the most simple and fundamental motivation for cooperation. In January 1989, former Australian Prime Minister Hawk made a flash when he visited South Korea
