As early as April 1945, the “Seventh National Congress of the Party” had already foreseen the imminent victory of the Anti-Japanese War and proposed the strategic task of winning the northeast. Northeast Light Recovery Soon, September 15, the CPC Central Committee decided to establish the Northeast Bureau, composed of Peng Zhen, Chen Yun, Wu Xiuquan, Cheng Zihua and Lin Feng, and Peng Zhen as secretary. On September 19, the Central Committee of the Communist Party of China set a strategic guideline of “defensive southward and northward development.” From the anti-Japanese base areas, more than 100,000 troops and cadres were increased from the neighboring Jiyang Lopian and Shandong Lulu routes to enter the northeast.
