一、设置长期观测站的重要性几年来我国公路科学事业,在党的领导下取得了辉煌的成就,总结出许多先进经验,提出了不少的科研成果或者是阶段性的报告。但国家规定,先进经验或科研成果,必须经过鉴定,才能纳入规范的严格要求,则现有总结、成果或报告,又均似乎尚难完全符合鉴定的严格要求。至于难以通过鉴定的原因是自然变化的规律,与报告或成采中的结论未能很好的相联系;或者只有“定性”的发现,而未弄清“定量”的规律,难以在生产中应用。例如:

The reason why it is difficult to pass the appraisal is that the law of natural change is not well connected with the conclusion in the report or into the production or the discovery of “qualitative” without knowing the law of “quantitative” application.
