发电、输变电系统是由电能生产、输送与分配、控制及应用等四部分构成的相互关联、衔接、配套及影响的整体系统,其技术水平的提升与发展直接影响我国国民经济的发展、社会进步以及人民生活水平的提高。为贯彻落实党中央“十六大”提出的“用高新技术和先进适用技术改造传统产业,大力振兴装备制造业”的精神,充分发挥标准化在振兴装备制造业发展进程中的作用,增强装备制造业的竞争力,国家标准委拟定2004年的标准化工作重点之一是组织编制2005年-2007年装备制造业标准
