近几年来财政预算外资金迅速增长。如果能管好用好这部分资金,对搞活企业,发展横向经济联系,促进国民经济和社会生产力的发展,将会发挥着积极的作用。但是,由于种种的原因,目前有些地方预算外资金管理人员配备不齐和业务水平偏低,使得这部分资金没能尽快发挥其作用。因此建议:一、及时配备专管人员。原来兼管的,必须尽快落实专管。配备专管人员,使其集中精力管理好这部分分散的、自有的资金,发挥它的效益。二、提高专管人员的素质。目前,一些专管人员中,初中文化或相当于初中文化的占了大部分。
