转换企业经营机制是在企业改革过程中,总结以往的扩权让利的基础上提出来的。这种改革思路的特点是:第一,它强调改革的整体性。不但要扩权让利,而且要全面改革,真正使企业成为独立的商品生产者和经营者的经营机制。第二,它强调改革的系统性。要求配套改革,不仅要求采取一切必要的改革措施,而且这些措施要在时间和空间上很好地衔接。第三,它强调改革的根本性。不仅要解决表面层次问题,而且更重要的是要解决深层次问题。
The transformation of the business management mechanism is based on the summary of the previous expansion of the rights and interests in the process of enterprise reform. The characteristics of this reform are: First, it emphasizes the integrity of the reform. Not only does it have to expand power, but it must also be comprehensively reformed so that it can truly become an independent commodity producer and operator’s operating mechanism. Second, it emphasizes the systematic nature of the reform. The requirement of supporting reforms not only requires that all necessary reform measures be taken, but also that these measures should be well connected in time and space.
