采用主、客观相结合的赋权基点法,以全局收敛的格雷码加速遗传算法为工具来确定权重,并对多目标决策理想点法进行改进,把评价标准处理成理想区间的形式,提出了一种新的评价方法——多目标决策理想区间法(MODMIIM).MODMIIM既融入了专家的主观意见,又避免了各分目标之间的比较,评分,解决了在多指标决策中出现的相容或不相容评价指标权重确定较为困难的问题,得到的最佳评价权重比较符合实际.文中介绍了MODMIIM的原理,给出了它的构成方法.并用MODMIIM对黄河流域9个行政分区的水资源可再生能力进行了综合评价,总的结论为黄河流域水资源总体上可再生能力较弱.MODMIIM与灰关联分析方法、模糊综合评判方法和遗传投影寻踪方法相比,可操作性强;与多目标决策.理想点法相比,可靠性、适用性强,MODMIlM可广泛应用于各种水资源综合评价问题中.

Ideal point method, reliability, applicability, MODMIlM can be widely used in a variety of water resources evaluation problems.
