近几年来,城管执法机构暴力执法,执法过程中与民众暴力抗法尖锐对立的现象频频见诸各新闻媒体,使执行政府公共政策的执法机构与被约束的相对方关系紧张,形成了城管执法难,公民抗法频繁的局面。因而,本文根据城管部门执法陷入的困境,提出和谐社会下如何从以人为本的角度解决城管政策执行问题。
