浙江城乡居民社会养老保险制度建设一直在不断探索中,3年来成效显著,政策设计城乡一体,参保缴费待遇激励,制度衔接渠道畅通,经办管理统一规范,对于目前正在试点中的新型农村和城镇居民社会养老保险制度具有重要的启示意义。浙江实践存在的问题,凸显了城乡居民社会养老保险制度建设还需要从优化制度设计、强化经办管理、合理划分各级政府财政责任以及建立基础养老金正常调整机制等方面加以完善。在全国性制度探索和完善过程中,地方经验往往能够提供借鉴,本刊将浙江的调研报告予以刊发,以期给其他地区的工作提供借鉴。
