过400万技术人才在我国几乎是绝对的短缺。据调查,平均1.4-1.7个空缺岗位,才有1名技术人才求职。一直以来,绝大多数一般层次劳动力纷纷流向建筑市场,大学毕业生又不愿做普通操作工,我国制造业仅高级技工的缺口就达400余万。4%数据显示,我国高技能人员所占企业职工总数的比率不及10%,发达国家在40%左右。同时,高级技工仅占技工总数的4%,中级技术工人比重偏低,约占技工总人数的23%。合理的比例结构应占58%左右,这使得高级技工面临着后备力量短缺的问题。
