国务院为贯彻党的中医政策,振兴和发展我国的中医药事业,于1986年决定成立国家中医管理局,1988年改为国家中医药管理局,对全国中医药实行行业管理。这一有力措施为中医药事业的发展提供了组织保证,为改变中医中药的“从属”地位和“分离”状态创造了条件。但是地方的中医管理体制尚未确立,管理机构很不统一,管理工作亟待理顺。对此,本人谨从管理学有关原理的角度,谈谈对中医药管理体制的看法。管理学原理是在复杂的管理实践中,发现和总结出来的基本规律和共同法则,对管理活动具有普遍的指导意义,对于中医药管
The State Council decided to establish the State Administration of Traditional Chinese Medicine in 1986 in order to implement the party’s policy on Chinese medicine and to revitalize and develop Chinese medicine. In 1988, it was changed to the State Administration of Traditional Chinese Medicine to implement industry management of Chinese medicine throughout the country. This powerful measure has provided organizational guarantees for the development of Chinese medicine and created conditions for changing the “subordinate” status and “separation” of TCM. However, the local Chinese medicine management system has not yet been established, the management agencies are not unified, and management work needs to be straightened out. In this regard, I would like to talk about the management system of Chinese medicine from the perspective of management principles. Principles of management are basic rules and common rules discovered and summarized in complex management practices. They have universal guiding significance for management activities.
