培养大批高素质新型军事人才,是中国特色军事变革的重要内容,也是推动这一变革的重要保证,因此必须下大力抓好人才战略工程建设。《加强军人生活待遇建设与实施人才战略工程》提出,加强军人生活待遇建设是实施人才战略工程的重要内容,是保留人才、吸引人才、激励人才的物质基础。当前,必须要在提高军人工资待遇水平、完善职务待遇体系、健全增资机制、建立军人失业保险制度等方面有新的突破,以增强军事劳动对人才的吸引力、强化生活待遇对人才的激励作用、保持军人工资与居民收入同步增长、解决军人二次就业的后顾之忧。
