对事业单位的监管主要通过登记管理进行,存在着两方面问题。一是法人管理缺乏有效载体。目前登记管理主要工作集中在登记阶段,后续管理措施相对薄弱。不少事业单位依法设立登记后,拿到法人证书就万事大吉,该变动的登记事项不主动申请变更,登记数据的准确性得不到保障。有些事业单位负责人都换了三四次,登记的法人代表还是初始登记的状态。单位实际运行的状况更是难以掌握,仅仅靠年检报告根本不能准确地了解情况。在这样的情况下,机构编制部门迫切需要一个有效的载体来加强对事业单位的监督管理。二是惩处措施没有
