以湖州市杨家埠镇罗师庄社区民警马长林的实践为样本,分析了以“警务共同体”为核心的马长林“社区治理共同体”的诞生背景、形成机理和发展阶段,认为“社区治理共同体”的产生,为解决中国城市化进程中的社会管理和公共服务缺位问题提供了重要的启示。同时,通过与“枫桥经验”的比较研究,指出马长林“社区治理共同体”是“枫桥经验”在浙北的新发展。
Taking the practice of Ma Changlin, a community police chief at Luo Shizhuang, Yangjiabu Town, Huzhou City as an example, this paper analyzes the birth background and formation mechanism and development stage of Ma Changlin “Community Governance Community ” with “police community ” as the core. The emergence of “community governance community” has provided important inspiration for solving the problem of the absence of social management and public service in the process of urbanization in China. At the same time, through the comparison with “Fengqiao Experience”, it is pointed out that Ma Changlin “Community Governance Community” is the new development of “Fengqiao Experience” in northern Zhejiang.
