党中央、国务院作出了进行西部大开发的重大战略决策和部署,这是一项跨世纪的伟大历史任务,具有十分重大的历史意义和现实意义。一、西部大开发的主要困难和制约因素西部大开发的时机已经基本成熟,但客观上也存在着一些困难和不利因素。1.环境容量的制约。一方面,西部的生态环境十分脆弱,不仅是植被破坏,沙化加剧,污染严重,而且如果不包括中部,难以利用的土地面积就占全国难以利用土地面积总数的77%。另一方面,西部地区的环境保护和生态平衡的状况如何,又直接决定着全国的生态平衡和可持续发展。因此,西部地区面临着两难选择。一方面要开发、要发展,另一方面又要保护环境,实现全国的可持续发展。
