2000年,海南省首倡文明生态村建设。上旗村是文昌文明生态村建设的典型。几年来,村庄铺设水泥硬化进村道路2000米、环村道2800米、硬化入户小道21条共350米;种植花草,架设路灯,兴建了文化室、灯光球场、文娱台等。现在的上旗村,环境优美,文化内涵丰富,生活祥和。上旗村拥有良好的文明生态村建设的社会基础,这是其村庄建设取得成功的重要原因。
