基于生态文明的战略环境评价制度(SEA2.0)设计研究

文章归纳了我国战略环境评价(SEA)发展的阶段性特征,探讨了目前我国SEA在理论研究、规划环评制度与实践方面的发展现状及存在的问题。同时分析了SEA发展面临的新形势,指出生态文明建设背景下,对SEA制度——从当前的“SEA1.0版”到“SEA2.0版”的全面升级,需建立涵盖“价值规范—评价模式—技术方法—制度设计”的SEA体系,并具体分析了SEA2.0制度的基本特征和设计要点。 The article summarizes the stage characteristics of SEA development in China, and discusses the current situation and existing problems of SEA in the theoretical research, planning and environmental assessment system and practice. At the same time, it analyzes the new situation facing the development of SEA and points out that under the background of ecological civilization construction, it is necessary to establish a comprehensive upgrade of the SEA system - from the current “SEA 1.0 version” to “SEA 2.0 version” “Value norms - evaluation model - technical methods - system design” SEA system, and the specific analysis of the SEA2.0 system, the basic features and design points.
