2011年3月10日,吴邦国委员长在十一届全国人大四次会议上宣告,中国特色社会主义法律体系已经形成。今年3月9日,吴邦国委员长在十一届全国人大五次会议上提出,要在完善中国特色社会主义法律体系上迈出新步伐,要更好地发挥法律的规范、引导、保障和促进作用。这意味着,地方立法工作面临新的任务,应该站上新的起点,开始新的征程。为适应法律体系的形成和法治湖南建设的需要,我省地方立法观念应当实现以下转变:
On March 10, 2011, Chairman Wu Bangguo announced at the Fourth Session of the 11th NPC that the legal system of socialism with Chinese characteristics has been formed. On March 9 this year, Chairman Wu Bangguo proposed at the Fifth Session of the Eleventh National People's Congress that it is necessary to make new strides in perfecting the socialist legal system with Chinese characteristics so that we can better exert law norms, guide, guarantee and promote effect. This means that local legislative work is confronted with new tasks and should start a new starting point and start a new one.
