改革开放十八年来,广东省对劳动领域各项制度进行了深刻的改革,取得了显著的成绩。特别是对高度集中统一的劳动计划管理体制的改革,成效显著。使广东省整个劳动管理体制发生了深刻的变化:较好地落实了企业用人和工资分配自主权,促进了企业经营机制的转换;有力地推动了劳动力市场的形成,促进了国民经济和社会各项事业的协调发展。可以说,没有十八年来对劳动计划管理体制的改革,广东省就不可能取得劳动制度改革的丰硕成果。但是,在改革过程中,由于缺乏理论准备和实践经验,我们对在劳动领域建立市场经济体制的认识不足,在确立新体制的实际工作中,还存在不少问题。
