很多时候民警的日常工作,除了预防和打击犯罪之外,更多的是为百姓服务。为此,我刊综合了许多一线情况,开辟了这个为基层民警提供实用技术、技巧的栏目。本期所编辑的现场心脏复苏技术,得到了北京公安医院多位专家的帮助和指导,希望能为干警提供解决突发医疗事件的基本常识。心肺复苏术(CPR),是针对心跳、呼吸停止所采取的抢救措施,即:用心脏按压或其他方法形成暂时的人工循环,籍以恢复心脏自主搏动和血液循环;用人工呼吸代替自主呼吸,籍以恢复人体的自主呼吸。资料表明,当患者心脏骤停倒地后,目击者或旁观者(通常不一定是专业急救人员)立即给予徒手心肺复苏最为有效。实际上,由于工作性质的关系,在处理意外与危机事件过程中,警用巡逻车通常比急救车更早到达事发现场。在这种情况下,一旦遇到当事人因多种原因导致呼吸、心跳骤停而急需救助,警察就必须承担起义务救生员的责任。

Information shows that when a patient falls to the ground after a sudden cardiac arrest, eyewitness or bystander (usually not necessarily a professional first aid officer) is most effective when given a cardiopulmonary resuscitation immediately. In fact, due to the nature of their work, police patrol vehicles usually reach the scene earlier than ambulances during the handling of accidents and crises. Under such circumstances, the police must assume the responsibility of lifesaving lifeguards once they encounter the urgent need of assistance due to various reasons such as respiration and sudden cardiac arrest.
