在当前我国社会主义市场经济建立过程中,高校图书馆如何面向社会经济的发展,怎样充分利用高校图书馆现有文献资料的优势,全方位、多层次和高质量地为学校的教学和科研以及社会服务,是当前高校图书馆跨世纪的改革任务之一。 一、高校图书馆职能的新内涵 1.高校图书馆是社会信息的“集散地”。与其他信息部门相比,高校图书馆具有丰富的信息资源优势,它为学校的教学和科研收集着政治、经济、科技文化和教育等各种信息,不愧为大千世界的“集大成者”。然而,高校图书馆不能仅限了“架”,还应该通过图书馆的中介作用努力开发“散”的辐射传播的扩张职能。因为,那种重藏轻用的传统观念则往往把微不足道的有限经费、人力和设备盲目地投入到无限的收藏中去,这样以来,必然会阻碍和影响高校图书馆教育和信息情报职能的发挥。所以,对于一个高校图书馆来说,其文献资料收藏量大小体现一所学校办学条件的优劣,而文献资料利用多少则反映出一所学校教育教学水平的高低。一般来说,文献资源利用得越充分,教学和科研必然会搞得越好,学校的整体教育质量必然会越高。
