十年动乱给军队医院科技队伍所造成的严重“断层”现象是有目共睹的。经过几年的努力,尤其是“八五”科技人才培养总体发展规划的实施,使军队医院人才管理确有一定的起色,基本上走出低谷,但与军队医院分级管理中的人才结构要求仍有一定差距。究其原因,在一定程度上与人才队伍管理所造成的误区有关。1 人才管理误区1.1 “断层”:这是历史的创伤,十年浩劫使医学院校停招或培养一些短学制的医学生;在“文革”后,决策者满足于现状,不从医院长远建设出发,未把科技人才培养、引进工作提到医院管理的议事日程上,错过了最佳“修复期”,致使科技人才“断层”的疤痕久难消除。目前在临床科室和医技科室工作的主任医师的年龄也均偏高,即将
