将规制分为经济性规制和社会性规制,并将文化规制视为社会性规制组成部分的传统分类方式在很大程度上忽略了文化规制的特殊性。文化规制不仅是历史的产物和政治的产物,更是文化的产物。无论是在规制目标和规制原因方面,还是在规制机制和规制趋势方面,文化规制都同经济性规制和社会性规制有着不小的差异。文化规制其实是有别于经济性规制和社会性规制,具有相对独立性的第三种规制。
The traditional classification, which divides regulation into economic regulation and social regulation, and regards cultural regulation as an integral part of social regulation, largely neglects the particularity of cultural regulation. Cultural regulation is not only a product of history and a product of politics, but also a product of culture. Whether in the regulation of the objectives and the reasons for regulation, or in the regulatory mechanisms and regulatory trends, cultural regulation and economic regulation and social regulation are not small differences. Cultural regulation is actually the third kind of regulation that is different from economic regulation and social regulation and has relative independence.
