选择邀请招标、竞争性谈判采购或询价采购方式组织采购活动,都有一个共同点,就是在选取供应商时,按要求“从符合相应资质条件的供应商名单中,确定不少于三家的供应商,并向其发出投标邀请书(谈判文件或询价通知书)”。在采购实践中,很多采购项目似乎都走不出只选取三家供应商这个怪圈,形成了一个“3家魔咒”。确定三家供应商看起来不违反规定,但其中暗藏玄机,很有学问,值得商榷和探讨。本文作者分析了“三家魔咒”易产生的不良问题。
