依法治国是党领导人民治理国家的基本方略,作为治国方略已被写入中华人民共和国宪法。而依法治国的关键则在于行政机关能否做到依法行政,依法治国作为治国之道,必然要求依法行政。依法行政是法治的重要原则,也是依法治国的关键。因此要着力分析依法行政与依法治国的辩证关系;研究行政权在依法治国中的重要地位和作用;论证依法行政是依法治国的核心和基本保证。
Governing the country according to law is the basic strategy for the party to lead the people in administering the country and has been written into the constitution of the People’s Republic of China as a strategy for running the country. The key to governing the country according to law lies in whether the executive authorities can administer the affairs according to law and rule the country according to law as the way to govern the country, which necessarily requires the administration according to law. Administration by law is an important principle of the rule of law and the key to governing the country according to law. Therefore, efforts should be made to analyze the dialectical relationship between administration by law and administration by law; to study the important status and role of administrative power in administering the country according to law; and to argue that administration according to law is the core and basic guarantee for governing the country according to law.
