近年来各种紧急事件接踵而至,公民权利也因此频频受到侵犯。随着法治建设的日益健全,国家予以高度重视。因为公民处于弱势,所以其基本权利容易受到侵犯,那就有必要加以保护。目前,我国没有统一的《紧急状态法》,国家的紧急权力也因此欠缺有力的规制,相关的信息披露制度、应急制度、监督和救济制度都在一定程度存在不完备,导致紧急权力在实践中运行不畅,公民的基本权利常常受到侵害。因此,有必要制定相关法律,完善相关制度,实现对我国紧急状态下公民权利保障。

Because citizens are vulnerable, their basic rights are easily violated and there is a need to protect them.
