The reported coal from the key publicity and contact units once brought wealth and prosperity to Liaoyuan. However, after a hundred years' exploitation, Liaoyuan was once in a situation of “coal-depleted cities and slumps”. Since Liaoyuan City was identified as the first resource-exhausted city in China, its strategy of economic restructuring and urban transformation has been creatively implemented. Its regional advantages and carrying capacity have risen sharply. The comprehensive competitiveness ranked the fifth in the 294 prefecture-level cities in the country and the highest in Jilin Province Bit.
