过去25a来,有些水电工程,尤其是发展中国家的一些水电工程,施工期间遇到的问题较大,有时使工期、投产发电与工程收益严重滞后,并使直接与间接工程费用大大超支。多数情况下,这些问题可能是由标书与合同文件条款编制不当所致。研究了典型合同文件的各种结构成分,并就其改进提出了实际建议,目的在于有效地提高施工管理水平和控制工程成本。
Over the past 25 years, some hydropower projects, especially those in developing countries, have encountered major problems during construction period, sometimes causing severe delays in the construction period, commissioning of power generation projects and projects, and greatly overhauling the direct and indirect construction costs. In most cases, these problems may be due to the tender and the terms of contract documents prepared due to improper. The various structural components of the typical contract documents are studied and practical suggestions are put forward for the improvement. The purpose is to effectively improve the construction management level and control the construction cost.
