在现存《诗经》学文献中,郑玄对正变说的阐述颇具代表性。他认为正诗产生于周代始于文王、终于成王的开基创业、臻于太平的历史进程之中,而周公制礼作乐这一事件使得正诗最终被整理、定型,部分正诗因此也被用到礼乐制度之中,成为“常乐”;由此,他划定了正变诗歌的具体篇目。他的说法与典籍中有关礼乐制度用诗的记载不相矛盾,反映了他求群经之会通的学术风格,同时,这一说法也是对《诗序》相关内容内在逻辑的合理发展。
