2013年2月,国务院批转了发展改革委、财政部、人力资源社会保障部《关于深化收入分配制度改革若干意见的通知》。这为我国收入分配改革指明了方向。从历史经验和现实国情看,我国的收入分配改革离不开公共政策的研究视角,也不应偏离以人为本、科学发展、加快经济发展方式转变的总方略。放置于公共政策视角下的收入分配改革,应是一项宏观政策与微观治理相结合的制度安排。
In February 2013, the State Council approved the “Circular on Several Opinions on Deepening the Reform of the Income Distribution System” issued by the National Development and Reform Commission, the Ministry of Finance and the Ministry of Human Resources and Social Security. This pointed out the direction for the reform of income distribution in our country. Judging from historical experience and actual national conditions, the reform of income distribution in our country can not be separated from the perspective of public policy and should not deviate from the people-oriented and scientific development and accelerate the general strategy of transforming the mode of economic development. The reform of income distribution placed under the perspective of public policy should be a institutional arrangement combining macroeconomic policies and micro-governance.
